The Metro Lakes 2000 Fall Camporee

September 22-24, 2000

Rum River Campgrounds

 

Dear Scouts and Scouters;

Your Troop is invited to attend the annual Metro Lakes District Fall Camporee. This year’s theme is "Search and Rescue". The Camporee dates are September 22-24.

This registration packet should help you understand what is happening at the Camporee so you can publicize it to your Troop. Activities will include demonstrations by the Ramsey Fire Department using a 'Jaws of Life' to cut open cars, the State Patrol's Rollover vehicle, the Anoka County Water Patrol's Search and Rescue gear, the Red Cross Crisis Vehicle, the National Guard, the Minnesota State Highway Patrol's Helicopter, airplane rides, and last, but definitely not least: a simulated plane crash.

I know what you are thinking; that we just did this in the spring. This one is going to be different, much different. We are going to have as many of the second year Webelos from the District as possible as the victims, along with a few of their parents. We have several 'moulage' artists, those are the people who paint up horrific injuries on people, who are going to come out and make up the Webelos to look like they really were in a plane crash.

We are going to be having several other Scouting groups, as well as numerous agencies involved with this demo. The Anoka County Sheriff's Department, Fridley Fire Department, Monticello Ambulance, the Minnesota National Guard, the Minnesota Search and Rescue Dog Association, and more. We also have 4 different Explorer posts that will be participating as well. This will be a huge disaster drill that will provide an incredible training opportunity for all Scouts and Scouters. Everything we can do to make this as realistic as possible is being done. We will have National Guard helicopters on hand, ambulances, fire trucks, lots of airplane debris, as well as LOTS of very injured victims.

We are also having the Civil Air Patrol doing air reconnaissance of the site. While they are at it they are going to be giving rides to all Life and Eagle Scouts in attendance. More details and a permission slip are included later in this packet.

Because Emergency Preparedness Merit Badge is sometimes a difficult one to get, we are going to be offering some help. There are several requirements that we feel will be possible to have signed off that weekend. Including:

Take part in a emergency drill;

Show 3 ways of attracting and communicating with rescue planes;

Show a good way to move an injured person out of the woods;

Prepare a written plan for mobilizing your Troop;

Take part in at least one Troop mobilization;

Lower a person from a height sufficient to show how; we have lined up the COPE course people to help out with this one;

Coil and accurately throw light and heavy lines.

 

Other requirements can be handled within your Troop and we hope that by the time the Camporee has finished that many Scouts will be very close to getting this Merit Badge.

 One of the exciting parts of this Camporee is going to be the involvement of as many of the second year Webelos from the District as we can get. The Webelos Dens will be camping with sponsoring Troops in an effort to get the Webelos excited about transitioning into Scouting in the spring. Each Cubmaster has been called, (a few of them I couldn't get a hold of and had a message left on their answering machine) and they are very excited about this opportunity to camp with the Scouts. Each Scoutmaster should contact the Webelos Dens that they work with about having them camp with you. We are going to make every effort possible to ensure that the Webelos have a great time and want to cross over into Scouting.

Also note that we will be feeding all of the Webelos and their parents breakfast Saturday morning at Weaver Lodge. The reason for this is that we have to get the makeup people going right away if we are going to get everyone ready for the plane crash scenario. Webelos and their parents should be encouraged to get to Weaver as soon as possible Saturday to ensure that everyone is ready on time. Webelos will take part in events during the day designed to make sure that they have an exciting time as well as well as qualifying for the Readyman award. They, and their parents, will eat all meals except Saturday breakfast, as well as camp, with the Scouts. A reminder: Webelos and their parents should wear old clothes for the plane crash scenario as some of the makeup may stain their clothes.

We are also going to be repeating last years food drive efforts. It was a resounding success last year and we hope that this will become a regular event. Last year we collected 13 bags of food, weighing in at around 350 pounds of food. The food shelf it was delivered to was extremely grateful for the assistance. We will also be offering the glass of Root Beer again this year to all Scouts and Webelos who bring 2 cans of food to Colbert Lodge between 3:00 and 8:00. Please discuss this with your Scouts ahead of time so that they can be sure to participate.

General Information

First Aid

First Aid will be available at Colbert Lodge. However, each Troop should be able to take care of minor injuries. Injuries requiring medical attention should be reported to and attended by the staff at Colbert Lodge. Please have proper medical forms for each person. We will have trained medical personnel on staff for this Camporee.

Permission Slips

Every Scout should have a permission slip signed by their parents/guardians giving permission for any medical treatments, hospital visits, etc. These forms should be kept in the campsite and be readily accessible in the event of an emergency. There will be a separate permission slip needed for the airplane rides.

Uniforms

Scouts should be in Class "A" uniforms upon arrival, at worship services, Flag Ceremonies, and during the campfire program. During the day on Saturday Scouts may dress in either Class "A" uniforms, or Troop tee-shirts. Patrols should dress consistently. Webelos should not wear their uniforms for the plane crash as some of the make up may stain their clothes!

Fees

The cost for the Camporee this year is $7.00. This includes a nifty patch, camp fees, prizes, cracker-barrel, SPL breakfast, and other assorted supplies and equipment. Not too bad for a great weekend. The cost for Webelos and their leaders to attend will be $3.

Camporee Policies

The following rules were made to help us have a successful and safe camping experience. It is the responsibility of the adults in charge to see that their Scouts know and understand these rules. Anyone caught violating them may be asked to leave the camp.

Vehicles: Speed limit is 15 mph

No passengers in back of truck or trailer. Vehicles limited to main roads and parking areas only. Please, no vehicles in the campsite or blocking the roads.

Fires: Campfires are allowed in designated spots.

All liquid fuels must be used with adult supervision.

NO CAMPFIRE MAY BE LEFT UNATTENDED!!

NO FIRES OUTSIDE OF FIRE RINGS!!

Firearms: Firearms, explosives, and fireworks are prohibited.

Conservation: Please conserve our natural resources. No digging, trenching, or raking.

ABSOLUTELY no cutting of brush or standing timber is allowed. The Ranger will assess a $1.00 per foot fine up to the maximum value of the tree for cutting timber.

Adults: At least one responsible adult (21 or older) must be in camp at all times.

Knives: NO straight bladed knives are allowed in camp.

Lights out: Scouts are not allowed out of their site after lights out with the exception of to and from the latrine.

PLEASE respect others during lights out. Scouters are asked to bring roaming Scouts to the headquarters after lights out.

Radios: No radios, stereos, tape players, headsets, etc. are allowed in camp.

Swimming: Any Scout caught swimming or wading in the lakes or rivers will be asked to leave camp.

9:30-10:30 Crackerbarrel for Scoutmasters, we want at least one adult leader per unit, both Boy Scouts and Webelos, to attend. No youth please, they will go to the SPL Breakfast.

11:00 Lights Out

Saturday:

7:00 Reveille, all Webelos and their parents go straight to Weaver Lodge for breakfast and make-up.

7:30-8:15 SPL Breakfast, at Colbert Lodge

8:45-9:00 Start assembling at Colbert Lodge for Flag Raising

9:00-9:15 Opening Flag Ceremony and introductions.

9:15-9:30 Patrols move to their first event.

9:30-11:30 Patrols take part in their morning events.

11:30-1:00 Lunch

1:00-3:00 Patrols take part in their afternoon events.

3:00-4:00 Free time, investigate the various demonstrations in more detail, plus turn in food for food drive.

4:00-4:30 Demonstration by the State Highway Patrol & St Paul Fire Dept helicopter rescue team, don't miss this one.

3:00-8:00 Trading Post Open at Colbert Lodge. Free pop for Food!

5:00-8:00 Dinner and free time.

8:00-8:30 Non-Denominational Service at the Chapel.

8:30-9:45 Flag Retreat

Sunday:

9:00-10:30 Check out and campsite inspections. All units should have their campsite inspected prior to leaving camp. Patches will be handed out after the inspection has been completed.

10:30 All units should be out of Camp. See You In At The Winter Camporee!!

 

Patrol Requirements

At the SPL breakfast Saturday morning, each SPL will be given an event form for each Patrol that has been registered. The SPL will then give that form to the Patrol Leader when he gets back to camp. On this form it will list the time and location for each activity for that Patrol. PL's are expected to have this form on them at all times.

There will be water located at the event sites, however, Scouts will be required to have their own cup. There will be no drinking from the water jugs allowed. Scouts should have a cup on a rope tied to their belt. Be Prepared.

Each Troop should also plan for a skit for the campfire – it helps to have this planned out in advance. Remember what happened last time to the Troops with no skitsJ Because we are going to be having a large contigent of Webelos at the Campfire, Troops are asked to put a little extra effort into coming up with skits that will actively involve the Webelos that are camping with the Troops. Larger Troops will be allowed to do more than one skit to make sure that all of the Webelos get to participate.

Search and Rescue Events

Airplane Crash - In this event we have taken airplane debris (parts) and scattered them in a field. Webelos will have makeup applied by people who specialize in fake injuries, the injuries will appear very realistic. The Webelos will then be scattered around the field in various positions of distress. Scouts will have to locate the victims and do first aid for them. The Scouts will then transport the victims back to the Command Post where Explorers will perform triage and advanced first aid. Some Scouts will help load the victims in the ambulances or helicopter for transport depending on injury category. After all of the victims around the immediate crash site have been cleared Scouts, in conjunction with search dogs, will have to locate the victims who have wandered away from the crash site. We are going to have an Anoka County Sheriff's Deputy running the scenario as well as participation from the National Guard and other agencies. Every effort is being made to make this scenario as realistic as possible. The only thing different than from a real plane crash is that Scouts are going to be doing all of the first aid.

Jaws of Life - The City of Ramsey's volunteer fire department is going to be demonstrating their 'Jaws of Life' on a couple cars. This will be in conjunction with the Minnesota State Highway Patrol's rollover car and the MADD DUI car.

Water Patrol - The Anoka County Water Patrol will be on hand to demonstrate the various kinds of search and rescue gear associated with water rescue. We also hope to have help from the Coast Guard as well.

Red Cross - We will be having the Red Cross Crisis Wagon on hand as well as representatives to talk about what the Red Cross does during situations such as the plane crash.

National Guard - The National Guard will be on and doing a show and tell similar to the Red Cross about how they help out in times of need.

Plane Rides - The Civil Air Patrol has offered to give plane rides to all Life and Eagle Scouts who are at the Camporee. The Scoutmaster must turn in a separate permission slip (one is included in this flyer, please make as many copies as needed) for each Scout by the end of the Crackerbarrel Friday night. During the night a roster will be drawn up and distributed to the SPL's Saturday morning. In the event that there are more eligible Scouts present than available seats, a drawing will be held to randomly select Scouts to go. Planes will be leaving the Anoka County Airport for approximately half hour rides. Pilots are qualified and experienced personnel who will not take chances or do anything foolish during these rides. There will be no 'barnstorming' or anything like that. There will also be no exceptions on the permission slips. Only Scouts whose permission slips we have Friday night will be put on the roster for the rides.

COPE Course - We will have certified COPE Course instructors on hand to take care of the 9b. requirement for the Emergency Preparedness Merit Badge. There will be a roster at the Crackerbarrel Friday night for Scoutmasters to sign up any Scouts who would like to take care of that requirement during the Camporee. Scoutmasters should discuss this with the Troop ahead of time to find out who would like to take part in this. This is a good way to meet this requirement as all safety procedures will be observed and it is a much better place to do it that the average Troop meeting location. A roster will be distributed to the SPLs at the breakfast Saturday that lists the times for each members of their Troop to be at the COPE Couse. In the event a Scout is late for his time, he will have to wait till the next available slot comes up in the rotation.

A note on the plane rides and Cope Course - Scouts who are on the rosters for these two events will not be scheduled during the times when their Patrol is doing the Plane Crash scenario. This will ensure that Patrol Leaders are available to lead their Patrol during this scenario. When Scoutmasters register them to participate they must make sure that they include which Patrol they are in. If the Scout is not a member of an active Patrol then please write "none" in the available box. This will make scheduling the Scouts much easier. While the plane rides are restricted to Life and Eagle Scouts the Cope Course should generally be restricted to First Class and above. We want to ensure that the Scouts who need this for advancement have an opportunity to complete it.

Helicopter Rescue - The Minnesota State Highway Patrol has a helicopter that is able to winch a basket and people up to it. At 4pm on Saturday we will have the helicopter fly over and St Paul fire fighters will rappel out of the helicopter. They will then do first aid for a dummy on the ground, and then winch them and the dummy back up to the helicopter. The helicopter will then land and Scouts will be able to get a closer look at the helicopter. This should be an exciting event that you won't get a chance to see very often. We will randomly choose one lucky Scout to guide the helicopter in for landing.

This form is to be either received in the Viking Council Scout offices prior to Sept 12th. Any registration forms received after that will be assessed a $25 dollar late fee. If you have any question as to why we have late fees, ask Ted McLaughlin about being at Rainbow foods at 2am Saturday morning during the 1999 Spring Camporee making additional copies of event forms to cover the Troops who showed up unexpectedly.
