Often times people going up the tow rope would mess up somehow and have to let go.  Theoretically the were supposed to roll off to the side and out of the way, but that usually didn't happen.  Often they would just coast back down to the bottom of the hill getting completely in the way like this (non-Troop 33 person), with the two tubes.
