We couldn't unload all of the luggage at WGL since there was no luggage service there.  All of the Scouts packs had to go to Whitefish to be unloaded there.  We had carried on all of the tents on to the train as Carry On luggage, that way we could at least have the Scouts start setting up the tents while we were waiting for the luggage to arrive.
