There is a rule that says if you come upon "dismounted troops", (soldiers on foot), that you have to slow down to 15mph. That same rule applies to boy scouts eating food beside the road. So the convoy slowed down to 15mph, which gave the Scouts plenty of time to wave to the soldiers.
