Some of the larger Scouts didn't think they could do that. So Ted pointed out that they could just walk down to the end of the fence and walk around it. The Scouts hadn't noticed that this fence only had one part to it, and that it didn't go all the way around the area. (Otherwise Ted wouldn't have let them "break in to" a fenced off area).
